During the development of the project documentation, a detailed study of the existing water supply system of the settlement was conducted. The study revealed that the system was in a technically poor condition, resulting in approximately 90% water losses. Based on the pump operation hours and estimated output, the average annual water loss was calculated at around 1,500,000 m³. Water was supplied for only 4–5 hours a day, and the quality of water in the deteriorated network did not meet even the lowest safety standards.

In parallel, the monthly electricity consumption for the pumps was around 50,000 kWh, with an average monthly electricity cost of approximately 2.3 million AMD.
